These units must follow ship navigation light rules and require full staffing. In contrast, an ATB uses a mechanical connection where the tug slips into a notch in the barge's stern. This creates an articulated vehicle that can handle various sea conditions. As of 2017, there were 165 US-flagged ATBs, with 85 percent serving as tank barges. 
Harbor and river tugs serve different specialized purposes. Harbor tugs are generally smaller and wider than seagoing versions. Their high width-to-length ratio helps the wheelhouse avoid contact with the hulls of large ships. Many ports require specific tugs to escort gas tankers to assist if mechanical failure occurs. These ports often mandate a minimum horsepower or bollard pull based on the size of the escorted vessel. River tugs, sometimes called towboats or pushboats, are built differently. Their hulls feature a flat bow and large pushing knees to line up with rectangular barges.
The history of the tugboat began with the Charlotte Dundas. Built by William Symington in 1801, it used a steam engine and paddle wheels to work on Scottish rivers. For a century, paddle tugs were a common sight globally. By the 1870s, many schooner hulls were converted into screw tugs using compound steam engines. Interestingly, the specific name "tug" was not applied to these boats until 1817. That year, John Wood launched a vessel named "TUG" at Port Glasgow, Scotland.
Modern propulsion has transformed how these vessels move. While early models used steam, most modern tugs use powerful diesel engines. These engines typically produce between 500 and 2,500 kW of power. Large deep-water tugs can reach much higher ratings of up to 20,000 kW. Tugs possess an extreme power-to-tonnage ratio. While a normal cargo ship has a ratio between 0.35 and 1.20, a small harbor tug can reach 4.0 to 9.5.
To handle the physical stress of contact, tugs use heavy-duty fenders. 
Beyond their industrial work, tugboats are part of maritime culture. Many cities host annual tugboat races, such as those in Seattle, New York, and the Detroit River.
