Papua holds a unique political status known as special autonomy. This status was granted under Indonesian legislation in 2002. This autonomy allows the provincial government to manage many local sectors. However, the province does not control five strategic areas. These excluded areas are foreign affairs, security and defense, monetary and fiscal affairs, religion, and justice. To support this autonomy, the province receives special funds. These funds are intended to benefit the indigenous peoples of the region. 
A unique part of the government is the Papuan People's Assembly. This organization was formally created in 2001 to administer the special autonomy. It was established by the Indonesian government in 2005. The assembly is a coalition of Papuan tribal chiefs, religious leaders, and women representatives. Their task is to act as arbitrators and speak for Papuan tribal customs. The province is also governed by a directly elected governor. Additionally, the People's Representative Council of Papua serves as the regional legislature. Since 2014, this council has consisted of 69 members. This total includes 55 elected members and 14 appointed members. 
The population of the province is growing steadily. Mid-2025 estimates place the population at 1,073,640 people. This includes 560,920 males and 512,720 females. The population increases at a rate of about 1.31% per year. Most people live in coastal regions, particularly near Jayapura. Jayapura is the most populated administrative division with 426,110 people. In contrast, the Supiori Regency is the least populated area. It consists mainly of the island of Supiori and has 25,030 people. 
Culture in Papua is very distinct from other parts of Indonesia. The native Papuan people maintain traditions that are unique to their region.
