He was the 18th of 19 children born to Marie and Wellie Chrétien. His family was working-class and had very little money. Because of this, he often wore hand-me-down clothes. His father, Wellie, was a strong supporter of the Liberal Party. Wellie also supported the Canadian war effort during World War II. This support caused the family to become outcasts in their community. During this time, Quebec was dominated by the Union Nationale party. The local priest even spread rumors that made relations with the church difficult.

Chrétien worked hard to overcome his difficult childhood.

He attended several private schools and later studied law at Université Laval. At Laval, he became the president of the Young Liberals. He faced opposition from the Union Nationale leaders during his studies. Despite these challenges, he earned excellent grades. He eventually became a lawyer in Shawinigan. In 1963, he was first elected to the House of Commons. He represented the same area for almost all of the next 41 years.
