To support his children's education, Benedict worked significant overtime. Because Baie-Comeau lacked an English-language Catholic high school, Mulroney attended a boarding school in New Brunswick. This background helped him become fluent in both English and French.

His path to political power involved extensive legal and academic training. He studied political science at St. Francis Xavier University, where he excelled in debating.

He won 74.8% of the seats in Parliament, the second-largest percentage in Canadian history. He also secured over 50% of the popular vote. He led his party to a second majority government in 1988. His administration implemented several major economic reforms to modernize the country. These included the Canada–United States Free Trade Agreement and the North American Free Trade Agreement (NAFTA). He also introduced the goods and services tax (GST) to replace the manufacturers' sales tax.

During his tenure, Mulroney also focused on constitutional and territorial changes. He attempted to gain Quebec's support for constitutional amendments through the Meech Lake Accord and the Charlottetown Accord. These proposals aimed to recognize Quebec as a distinct society and extend provincial powers. However, both accords failed to be ratified. The failure of the Meech Lake Accord contributed to the rise of Quebec separatism and the Bloc Québécois. On a different note, his government signed the Nunavut Land Claims Agreement. This agreement led to the official creation of the territory of Nunavut.

Mulroney's foreign and environmental policies were also highly active.
