In 1991, Dudayev returned to the capital city of Grozny. He wanted to focus on politics for his own people. After a vote in October 1991, he became the first president of the Chechen Republic of Ichkeria. He declared that his land was now independent from the Soviet Union. This was a big change for the region. His new government even started to print its own money and stamps. They also began using a new alphabet for the Chechen language.

Life became very difficult for the new republic. In 1994, a war began between Chechnya and Russia. This was called the First Chechen War. Dudayev led his people during this hard time. He moved his base of operations to a place called Vedeno. He worked to organize resistance against the Russian forces. Sadly, Dudayev died in 1996 during a Russian airstrike. He was 52 years old at the time of his death.

Only days after his birth, his family and the entire Chechen nation were deported to Central Asia. This was part of a large ethnic cleansing program affecting millions of people in the Soviet Union. His family lived in internal exile in the Kazakh Soviet Socialist Republic for thirteen years. They finally returned to their native Chechnya in 1957 after the death of Joseph Stalin.

After returning home, Dudayev pursued a career in aviation. He studied electronics in Vladikavkaz and then attended the Tambov Higher Military Aviation School for Pilots. He graduated in 1966 and joined the Soviet Air Forces. Dudayev rose steadily through the ranks to become a major general. This achievement made him the first Chechen to reach that high rank in the Soviet military. He commanded strategic nuclear bomber aircraft divisions in locations such as Poltava and Tartu. During his service, he received honors like the Order of the Red Banner and the Order of the Red Star.

Dudayev's military career ended due to his political choices in 1990. While stationed in Tartu, Estonia, he commanded the local garrison. In the autumn of 1990, he refused orders from Moscow to suppress the Estonian independence movement. Instead, he showed tolerance for the restoration of Estonian sovereignty. He ignored orders to shut down the Estonian parliament and television. Following this decision, his air division was withdrawn from Estonia, and he resigned from the Soviet military in 1990.

In 1991, Dudayev entered the world of Chechen politics. He returned to the capital, Grozny, and joined the All-National Congress of the Chechen People (NCChP). This group advocated for Chechen sovereignty within the Soviet Union. In September 1991, militants from the NCChP took over government buildings and dissolved the local government. After a referendum in October 1991, Dudayev was elected president. He then declared the independence of the Chechen Republic of Ichkeria from the Russian Federation.

As president, Dudayev established many symbols of a new state. The government began printing its own money and stamps. They also changed the Chechen language from using the Cyrillic alphabet to the Latin alphabet. In 1992, the region split, and Ingushetia chose to join the Russian Federation. The remaining part, Ichkeria, declared full independence in 1993. However, the Russian government refused to recognize this independence. This tension eventually led to the First Chechen War, which began in December 1994.

The war brought intense conflict to the region. Russian troops invaded Chechnya and began bombing the Grozny airport. Dudayev organized a resistance against these forces. He moved his headquarters south to a missile silo near the town of Vedeno. He led the movement through much of 1995. On April 21, 1996, Dudayev was killed by a Russian airstrike. The strike occurred while he was using a satellite phone. He was 52 years old at the time of his death.

Dudayev's legacy remains visible through various commemorations. In Estonia, a memorial plaque marks his former office in Tartu. Several cities have named streets or squares in his honor. For example, there is a street in Tbilisi, Georgia, and a roundabout in Warsaw, Poland. In Turkey, locations like Martyr Dzhokhar Dudayev Avenue and Park exist. These names serve as a way for people to remember his role in Chechen history.
