Following the Tashkent Declaration, he was dismissed from the government. Later, he founded the PPP with a socialist agenda. In the 1970 general election, the PPP became the largest party in Western Pakistan. However, political disagreements led to civil unrest in East Pakistan. This resulted in a civil war and a war with India. These events led to the creation of the new nation, Bangladesh.
After these conflicts, Bhutto assumed the presidency in December 1971. 
One of Bhutto's most lasting achievements was the creation of a new government structure. He worked with the parliamentary opposition to draft a new constitution. This document was promulgated in 1973. It received approval from 97 percent of the parliament. This act restored parliamentary democracy to the country. Bhutto then transitioned from president to prime minister. During his time as prime minister, he also focused on a nuclear program. He viewed this as a national priority and strengthened the Pakistan Atomic Energy Commission. He also introduced a policy of nationalization based on his socialist beliefs.
Bhutto's time in power ended following political unrest. After the 1977 elections, the opposition group known as the Pakistan National Alliance (PNA) accused his party of vote rigging. This led to violence across the country. Although an agreement was made for new elections, a military coup occurred on July 5, 1977. 
Today, the legacy of Zulfikar Ali Bhutto is still a subject of debate. Some people praise him for his nationalist and secular internationalist views. Others criticize him for human rights abuses and economic challenges. He is often called the "Quaid-e-Awām," which means "the People's Leader."
