Jabotinsky was educated in Russian schools and studied Hebrew as a child. He later studied law at the Sapienza University of Rome. While in Italy, he became fluent in Italian and lived a bohemian lifestyle. He eventually returned to Odessa to work as a news correspondent.

Jabotinsky’s political life began in response to violence against Jewish communities. In 1903, a violent event known as a pogrom occurred in Kishinev. This event caused great unrest among Jewish populations in Russia. In response, Jabotinsky founded the Jewish Self-Defense Organization. He believed that Jewish communities needed to be able to protect themselves. He famously used the slogan, "Better to have a gun and not need it than to need it and not have it!" He also organized self-defense units across Russia to safeguard Jewish citizens.

As his influence grew, Jabotinsky became a leader within the Zionist movement. He was elected as a Russian delegate to the Sixth Zionist Congress in 1903. After the death of Theodor Herzl in 1904, Jabotinsky became a leader for right-wing Zionists. He co-edited the magazine Yevreiskaya Zhyzn, which became an official Zionist publication in Russia. He was also a co-founder of the "Union for Rights Equality of Jewish People in Russia" in 1905. Jabotinsky advocated for the autonomy of ethnic minorities. He asserted that all ethnic communities should be recognized as equal under the law.

World War I provided a new arena for Jabotinsky's leadership. He sought to involve Jewish soldiers in the conflict against the Ottoman Empire. In 1915, he and Joseph Trumpeldor co-founded the Zion Mule Corps. This unit consisted of several hundred Jewish men. The corps served with distinction during the Battle of Gallipoli. Later, Jabotinsky worked in London to establish the Jewish Legion within the British Army.

He served as an honorary lieutenant in the 38th Royal Fusiliers. For his service, he was appointed a Member of the Order of the British Empire (MBE) in 1919.

Following the war, Jabotinsky's activism led to legal conflict in Palestine. During the 1920 Palestine riots, British authorities searched his defense organization's offices. They discovered three rifles, two pistols, and 250 rounds of ammunition.

Jabotinsky took responsibility for his men and was arrested. He was sentenced to 15 years in prison for possession of weapons. However, he received a general pardon in July 1920. This period of unrest highlighted the growing tensions in the region.

In 1923, Jabotinsky broke away from the mainstream Zionist movement. He disagreed with the leadership of Chaim Weizmann. This split led to the creation of the Revisionist Zionist movement.
