This move allowed Wilhelm to assume direct control over national policies. He began a "New Course" intended to establish Germany as a dominant world power. While Germany won victories against Russia and gained territory in Eastern Europe, it could not sustain the war. The German forces were decisively defeated on the Western Front in the autumn of 1918. This defeat led to the collapse of the German Empire. Wilhelm lost the support of both the military and his subjects.

In 1918, the German Revolution forced Wilhelm to abdicate his throne. This event transitioned Germany into the Weimar Republic, an unstable democratic state. Wilhelm fled to exile in the Netherlands. He remained there during the Nazi occupation of the country in 1940. He died in the Netherlands in 1941.
