Before the German Empire was unified in 1871, individual German states had various interests abroad. Merchants from Hanseatic cities like Hamburg and Bremen acted as "independent colonizers." 
Building a successful empire required a strong blue-water navy to protect trade routes. A navy was necessary to defend, supply, and communicate with distant overseas dependencies. Before 1870, the German states had not focused on developing a powerful fleet. They also had separate political structures and goals. Because they lacked a central navy, they could not participate in earlier imperialist movements. This changed after the unification of Germany under Prussian rule.
Otto von Bismarck served as the chancellor of the German Empire. He was a very influential leader from 1862 to 1890. Initially, Bismarck was deeply skeptical of overseas colonization. He famously stated, "I am no man for colonies." His resistance was not based on moral concerns. Instead, he believed colonies were not profitable or strategically useful. He also feared that colonies would disrupt his delicate balance-of-power foreign policy in Europe.
Despite Bismarck's reluctance, the "Scramble for Africa" in 1884 changed German policy. Germany began claiming large areas of uncolonized land in Africa. This expansion included territories in West Africa, East Africa, and South West Africa. 

The empire faced a major turning point with the start of World War I in 1914. 
History shows that the German colonial era was a complex period of transition. It moved from private merchant trade to official state-run imperialism. While some groups sought to settle in places like Texas or the Chatham Islands, those attempts failed. For example, a settlement in Texas saw about half of its 7,400 colonists die due to lack of supplies. The German empire's existence was relatively short but had lasting global impacts. It connected German economic interests to distant parts of the world through shipping and plantations.
