It was originally formed from several former okruhas, which were districts of Soviet Ukraine. During World War II, the territory faced occupation by Axis powers. The land was split between the Transnistria Governorate and the General District Shitomir. In October 1941, a concentration camp was established in the oblast, which detained mostly Jewish people. These events significantly shaped the modern history of the area.

The food industry is the largest, representing 57.5% of the output. The electric power industry accounts for 15.6%, while machine building and metalworking make up 9.4%. The Ladyzhyn thermal power station is one of the key energy providers. Machine building enterprises produce a wide range of items, including electrical engineering tools and farm machinery. Many of the largest enterprises are located in the capital city of Vinnytsia.
Cultural heritage and tourism provide further depth to the region. The city of Bar is a major destination for visitors. It features the Old Fortress, St. Pokrovsky Monastery, and the St. Anna Roman Catholic Cathedral.
