Kekkonen used a specific foreign policy to manage Finland's position. He followed the Paasikivi–Kekkonen doctrine. This was a policy of active neutrality. It meant Finland would stay independent while keeping good relations with powerful neighbors. Finland maintained extensive trade with members of both NATO and the Warsaw Pact. Some critics called this policy "Finlandization" in a negative way. However, historians credit these policies with helping Finland's market economy. It allowed Finland to keep pace with Western Europe despite being next to the Soviet Union.

Kekkonen's path to power was complex and often controversial. He was elected president in 1956 by a narrow margin. He later consolidated his power by acting as a guarantor of relations with the Soviet Union. In 1962, he was reelected after the Note Crisis occurred. He often appointed "popular front" cabinets. These were groups of centrist and left-wing parties that the Soviet Union trusted. He frequently left out the right-wing National Coalition Party. In 1973, the Parliament passed an emergency law. This law extended his term by four years with 170 votes in favor and 28 against.

During his career, Kekkonen's leadership style changed how people viewed democracy. Some observers classified him as an autocrat. This is a leader with a large amount of power. He often won elections with very little opposition. Critics argued that his "divide-and-rule" attitude in domestic politics weakened Finnish democracy. He reached the height of his political influence during the 1970s. In 1975, he hosted the Conference on Security and Co-operation in Europe in Helsinki. This was a major international event held in his capital city.
