Omar moved to a new place. He built a city there. He also won many battles.

In 1857, he tried to siege a French fort. A French governor named Louis Faidherbe arrived to stop him. Later, Omar Tall made a treaty with the French in 1860. This treaty helped define which lands his people would rule. It gave them control over the Bambara states. 
Winning battles was not the only way the empire worked. The government had a very organized way of ruling. They used special leaders called qadis and marabouts for justice. The state collected taxes to pay for its needs. They also collected money from trade. The army was a very large part of the budget. It was a professional group with many layers. They even had special bodyguards called sofas. However, money was sometimes hard to manage. High inflation made things difficult for the people. 
Eventually, the empire began to change and fade away. Omar Tall died after a rebellion in 1864. His son, Ahmadu Tall, took over the leadership. Ahmadu had to fight many people to keep control. After his victory in Tamba, Tall launched a jihad. He moved north with the help of a general named Modi Mamadu Jam. Tall conquered several areas, including Bambouk and Nioro du Sahel. Nioro du Sahel became his capital in April 1855. He also faced conflict with the French near the Senegal River. In 1857, he besieged the French at Medina Fort. The siege failed when the French governor, Louis Faidherbe, arrived. In 1860, Tall signed a treaty with the French. This treaty recognized his influence in Futa Toro. It also assigned him the Bambara states of Kaarta and Segu.
Tall then turned his attention toward the Bamana Empire. He named his son, Ahmadu Tall, as his successor. The Toucouleur forces won a major victory at the Battle of Witala in 1860. They used cannons captured from the French to win. In 1861, a large Massina army joined the fight. This army had 8,000 cavalry, 5,000 infantry, and 1,000 musketeers. After a fierce battle in mid-February, Tall's troops crushed the allied forces. On March 10, 1861, he won the Battle of Segou. He made Segou the new capital of his empire. 
Winning the empire brought new challenges and violence. Tall attacked the Muslim power of Hamdullahi. This was controversial because attacking fellow Muslims was forbidden. These battles caused more than 70,000 deaths. The most decisive fight was at Cayawal. During this battle, the leader Amadu III was captured and beheaded. By May 1862, the cities of Djenné and Hamdullahi had fallen. However, the region remained unsettled by warlords. In 1864, rebels besieged Omar Tall's army in Hamdullahi. The city fell in February, and Omar Tall was killed shortly after.
Ahmadu Tall took over the empire after his father died. He struggled to keep control against the Fula aristocracy. He also faced rebellions from his own brothers. Aguibou and Mokhtar tried to take power in the 1870s. They were both defeated and imprisoned by Ahmadu. Meanwhile, the French began to expand their territory. They captured Nioro in 1891. By 1893, the French took final control of the region. This ended the empire and sent Ahmadu into exile. 
The empire had a very structured way of governing. The state used qadis and marabouts to handle justice and Islam. They funded the government through taxes and trade duties. The government was managed by ministers in Segou. They oversaw things like the public treasury and the Niger River fleet. The army was a professional force that used most of the budget. It included a core group of bodyguards called sofas. Although the empire faced inflation and raids, it left a lasting legacy. Much of the Sahel remains Muslim today because of the campaigns of Omar Tall.
