In 1935, he was appointed minister of justice in a Labour Party government. He later held roles as minister of trade and minister of supplies. When Nazi Germany invaded Norway in 1940, Lie took decisive action. He ordered all Norwegian ships to sail to Allied ports. By 1941, he became the foreign minister for the Norwegian government-in-exile. He remained in this position until 1946. This experience prepared him for global leadership.

In 1945, Lie led the Norwegian delegation to the San Francisco conference. There, he helped draft the rules for the United Nations Security Council. The Security Council is the body responsible for maintaining international peace. In 1946, the search for a secretary-general began. The Soviet Union opposed the Canadian candidate, Lester B. Pearson. The United States opposed two Soviet candidates. Eventually, the United States proposed Lie as a candidate. Both major powers agreed to his name. The Security Council voted for him unanimously. The General Assembly elected him with a 46–3 vote.

As secretary-general, Lie managed many complex international crises. He supported the foundations of Indonesia and Israel. In 1948, he helped establish the UNTSO, the first peacekeeping operation. He also worked to address the Iran crisis in 1946. During the Berlin Blockade, he attempted to mediate between Russia and the West. In 1950, the Korean War began after North Korean forces attacked. Lie used Article 99 of the UN Charter to call the Security Council to action. He argued the invasion was an attack on the United Nations itself. The Council passed a resolution regarding this with a 9–0 vote. This happened because the Soviet Union was boycotting the meetings.

Lie's tenure was defined by the tensions of the Cold War. He faced constant pressure from the Soviet Union and the United States. The Soviet Union often refused to acknowledge his authority. He also faced criticism in the United States regarding the hiring of staff. Some accused him of hiring disloyal employees during a period of high political tension. These pressures eventually led to his resignation on November 10, 1952.

Historians debate his overall success. Some scholars argue he presided over many diplomatic failures. Other scholars believe he successfully built the UN from nothing. They credit him with establishing a physical presence for the UN in New York.

After leaving the United Nations, Lie returned to active service in Norway. He served as the county governor of Oslo and Akershus. He received many honors, including the Grand Cross of the Order of St. Olav. Lie died of a heart attack on December 30, 1968. He was 72 years old.
