In 1892, a group called the Committee of Ten met. They wanted to make a plan for high school. They wanted science to help students do well in life. Today, many teachers use active learning. Teaching science has a long history. In 1850, William Sharp taught science at Rugby School in Britain. He helped make science a part of the school plan. Later, the British Association for the Advancement of Science called for more science training. In the United States, science was not organized at first. In 1892, a group called the Committee of Ten met in Florida. They were led by Charles Eliot from Harvard University. This group helped create a plan for high school science.

Different groups have different ideas about how to teach. In the United States, the Committee of Ten wanted science to help all students do well in life. They suggested that young children study nature through field experiments. Older students in secondary school should focus on laboratory work. The history of science education shows how it became a structured part of school life. In 1850, William Sharp became the first person credited as a science teacher in a British public school. He taught at Rugby School and established science as a formal part of the curriculum. This created a model for other British schools to follow. Later, in 1867, the British Association for the Advancement of Science (BAAS) called for the teaching of "pure science." They wanted to train a "scientific habit of mind" in students. This movement emphasized pre-professional training to prepare future scientists.

In the United States, science education was much less organized until the 1890s. Educators debated two different ideologies: citizen science and pre-professional training. To resolve this, the National Education Association appointed the Committee of Ten in 1892. This committee was chaired by Charles Eliot of Harvard University. Assessment involves using specific tools to measure a student's progress toward learning goals. Diversity refers to the unique differences in every student and instructor.
