The city's climate is shaped by its high elevation. The center of Saint-Étienne sits above 530 meters. Southern parts of the city rise above 700 meters. This high altitude results in a warm-summer humid continental climate. Because of this, Saint-Étienne is one of the snowiest cities in France. It receives an average of 85 cm of snow accumulation every year. This weather pattern defines much of the local environment. The city's location in the hills makes it quite different from lower regions.

Historically, Saint-Étienne began as a small settlement in the Middle Ages. It was first recorded near the River Furan. The Furan is a tributary of the Loire River. In the 13th century, it was a small borough around a church. This church was dedicated to Saint Stephen. In the 15th century, King Charles VII allowed the town to build fortifications. These walls protected the original nucleus of the village. By the 16th century, the city developed an arms manufacturing industry. It also became a market town. In the 17th century, the city started making ribbons and passementerie.

The 19th century brought massive industrial growth to the region. Saint-Étienne became a major coal mining centre within the Loire coal mining basin. This industry caused the population to rise very quickly. In 1832, the population was 33,064. By 1880, the number had reached 110,000. On 25 July 1855, the city became the seat of the prefecture. This meant it held the departmental administration. It replaced Montbrison in this role. The city also absorbed the commune of Valbenoîte in 1855.
