Kondratyuk had designed a hollow concrete structure for a wind farm in the Crimea. Nikitin also utilized a shifted center of gravity to keep the tower upright. This allows the tower to sway in strong winds, much like a Soviet toy called a Nevalashka. During construction, the spire could deflect by as much as 12 meters.

To protect the internal steel cables from corrosion, workers used a special substance. They coated the cables in gun oil, which is a thick petroleum oil.
