Many different powers have controlled the region over time. The Mongols took control of the Black Sea coast in the 13th century. By 1290, parts of the area belonged to the Republic of Genoa. This made the region a center for Genoese commerce. Later, the Grand Duchy of Lithuania acquired the area in the 15th century. The Ottoman Empire established the Dnieper Province here in 1593. Eventually, most of the territory passed to Russian control in 1791. In the 20th century, the area became part of the Ukrainian SSR.

The population of the oblast is diverse and complex. As of early 2021, there were 2,368,107 people living there. Nearly 43% of these residents live in the city of Odesa. Ethnic Ukrainians are the largest group at 62.8%. Russians make up 20.7% of the population. There are also significant Bulgarian and Moldovan minorities.

In the Budjak region, Bulgarians and Moldovans make up 21% and 13% of the people. Most residents, about 84%, practice Eastern Orthodox Christianity.

There are many notable sites to visit within the oblast. The historic center of Odesa is a UNESCO World Heritage Site.
