Ogarkov is remembered for his focus on modern technology and his views on military reform. He believed that the way wars were fought was changing forever due to new inventions.

Ogarkov's early life was spent learning various practical skills before he entered the military. He was born on October 30, 1917, in the village of Molokovo. As a teenager, he worked as a seller's apprentice in a military cooperative. Later, he worked as an accountant and a secretary for a trade union. In 1938, he joined the Red Army and began his formal military training. He graduated from the Astrakhan Rifle and Machinegun School and later the Military Engineering Academy. These studies provided him with a strong foundation in engineering and organization.

During World War II, Ogarkov served in many different engineering roles. He worked as a regimental engineer and a senior fortification engineer. He was stationed at various locations, including the Karelian Front and the 2nd and 3rd Ukrainian Fronts. His work involved building defenses and leading sapper units, which are specialized engineering soldiers. He participated in several major offensives, such as those in Budapest and Vienna. In April 1945, he was wounded during a battle and spent time recovering in a hospital. He was awarded the Order of the Patriotic War, 2nd degree, in October 1944.

After the war, Ogarkov focused on advanced military education to prepare for higher leadership. He studied at the Kuibyshev Military Academy and the military academy of the General Staff. His career saw him move through many important commands across the Soviet Union. He served in the Primorsky Military District and the Far Eastern Military District. By 1957, he reached the rank of major general. In 1959, he commanded the 20th Guards Motor Rifle Division in Grimma, East Germany.

These experiences helped him understand how to manage large, complex military groups.

As Chief of the General Staff, Ogarkov championed a concept known as the revolution in military affairs. He wanted to transform the massive, slow Soviet military into a smaller, more efficient strike force. He believed that advanced technology, specifically computers, would define future conflicts. In 1982, he admitted to an American journalist that Soviet technology lagged behind the United States. He noted that even small children in America played with computers, while the Soviet military lacked them.

He argued that significant economic and political reforms were necessary to keep up.

Ogarkov also led massive military exercises to test these new ideas. The most notable was Exercise Zapad-81, held in September 1981. This was one of the largest operational-strategic maneuvers in Soviet history. It was used to test industrial control systems and precision-guided munitions.

He also established a center for research regarding missile defense and strategic forces. His work aimed to integrate scientific research directly into military planning and execution.

Despite his successes, Ogarkov faced significant political challenges and public scrutiny. In 1983, he served as the military spokesman following the shootdown of Korean Air Lines Flight 007.

The incident occurred when a Boeing 747 was shot down over Moneron Island. Ogarkov defended the decision, stating it was made by a local commander who believed the plane was a spy aircraft. Shortly after, on September 6, 1984, he was dismissed from his top positions. Some analysts suggest his removal was due to disagreements over defense spending or political infighting.

After leaving his primary leadership role, Ogarkov continued to serve the military in advisory capacities. He held positions such as inspector general and head of the All-Union Council of Veterans. Following the dissolution of the Soviet Union, he became an advisor to the new Russian Ministry of Defense. He remained an active figure in military circles until his death in 1994.
