The term is a Hebrew acronym for "intelligence officer," which literally means "gathering officer." These officers conduct espionage overseas by running agents. The name Kidon is Hebrew for "bayonet," "javelin," or "spear." This unit is composed of assassins. Recruits for these roles undergo two years of training at a facility near Herzliya. There is also a division called Kesarea, which focuses on electronic surveillance. This includes activities like wiretapping and conducting break-ins. For example, a sayan running a rental agency might help agents rent a car without standard documentation. This system allows Mossad to conduct vast operations worldwide while maintaining a slim budget. In 1998, it was estimated that there were 4,000 sayanim in Britain and 16,000 in the United States. Israeli students known as bodlim are also sometimes used as gofers for the agency.

The history of Mossad began on December 13, 1949. It was originally formed as the Central Institute for Coordination. Prime Minister David Ben-Gurion recommended this to Reuven Shiloah. Ben-Gurion wanted a central body to improve cooperation between existing security services. In March 1951, the agency was reorganized. It was incorporated into the Prime Minister's office to report directly to him. Over the decades, many leaders have guided the agency. About half of these leaders rose through the Mossad ranks.
