The city's physical location changed during its early development. The original site north of the Nyanza Gulf had poor soil. It also had a flat topography that limited expansion. Planners moved the town to a ridge on the southern shore. This is the location where the city sits today. In 1902, a new plan provided the layout for this southern ridge. This led to the construction of government buildings like the former Provincial Commissioner's Office.
