To find a zone, scientists look at the lowest temperature recorded in an area during a given year. Some systems also look at heat zones. These use the average number of days when temperatures stay above a certain high point.

People have been mapping these zones for a long time. The first attempts were made by researchers at the Arnold Arboretum in Boston. Alfred Rehder published a system in 1927, and Donald Wyman followed in 1938. The modern USDA system began at the US National Arboretum in Washington. In 2012, the USDA added zones 12 and 13 to help with tropical plants. Most recently, they released a new map in November 2023 using data from 1991 to 2020.

There are many interesting facts about where these zones are located. In the United States, the warmest zones are in the deep south and on the Pacific coast. Hawaii can reach zone 12, while Puerto Rico reaches zone 13.
