Some historians argue this allowed Tibet to keep its culture. Others say it shows how powerful states controlled Tibet.

The 13th Dalai Lama declared Tibet's independence after the Qing dynasty fell in 1912. However, this was not formally recognized by international law. In 1951, the 14th Dalai Lama ratified the Seventeen Point Agreement with China. He later revoked this agreement in 1959.
