The organization's history began in Cairo, Egypt. It was officially founded on March 22, 1945, following the adoption of the Alexandria Protocol in 1944. 
Geographically, the member states cover a vast and diverse area. Much of the region includes arid deserts, such as the Sahara. However, the area also contains very fertile lands. These include the Nile Valley and the Jubba and Shebelle Valleys in the Horn of Africa. The region also features the Atlas Mountains and the Fertile Crescent. This fertile area stretches across Mesopotamia and the Levant. The landscape even includes deep forests in southern Arabia. This diversity makes the region's resources very important to the world.
Governance within the League follows specific rules regarding power and voting. Each member state is given exactly one vote in the Council. A key rule is that decisions are only binding for the states that vote for them. This means a decision might not apply to every member. The League's structure balances large institutions with the rights of individual states. Some historians note that this design can make deep integration difficult. They suggest that leaders may prioritize their own national power over total unity. This tension between shared identity and individual sovereignty is a constant factor.
Membership in the League has changed due to political events. For instance, Egypt was suspended on March 26, 1979, following a peace treaty with Israel. During that time, the headquarters moved from Cairo to Tunis, Tunisia. Egypt was eventually readmitted in May 1989.
The League also engages in military and economic cooperation. In 1950, members signed an agreement on Joint Defence and Economic Cooperation. This committed signatories to coordinate military defense measures. More recently, in March 2015, the General Secretary announced a Joint Arab Force. This force aims to counteract extremism and other regional threats. Participation in this military project is voluntary. The army only intervenes if a member state requests it. Economically, the League has drafted documents like the Joint Arab Economic Action Charter. This charter outlines principles for business and trade across the region.
Finally, the Arab League connects with the wider global community. It is a member of the China-Arab States Cooperation Forum, formed in 2004. This forum allows Arab states to act as a unified force when negotiating with China. Through this connection, they can work on massive projects. These include building railways and nuclear power projects. The League also interacts with the United Nations, especially regarding foreign affairs. By participating in these international forums, the League helps its members navigate a complex global system.
