There are also ways to stay safe without using weapons. These are called passive measures. For example, people use camouflage to hide buildings or equipment. This is a difficult task because an attack happens in three-dimensional space. A projectile must match the target's position in height, width, and depth at a specific moment in time.

Modern air defence often uses a strategy known as layered air defence. This approach uses multiple "tiers" of systems to protect a target. Different types of ground-based air defence are deployed for specific purposes. Point defence is used to protect a single key target, like a bridge or a ship.

Accompanying defence involves specialist units that move with infantry or armored units in the field. Area air defence creates a "belt" or an "umbrella" to protect a much larger region. During the Cold War, for example, the United States and Germany used MIM-23 Hawk and Nike missile belts. These belts could stretch across entire borders to provide a massive barrier against incoming aircraft.

Command and control systems are essential for managing these complex weapons. To prevent accidental attacks on friendly or neutral aircraft, strict rules of engagement are used. NATO defines these as "weapons control status" or WCS. There are three main levels of these rules. "Weapons free" means weapons may be fired at any target not recognized as friendly. "Weapons tight" means weapons may only be fired at targets confirmed to be hostile. Finally, "weapons hold" means weapons may only be used in self-defence or upon a formal order.

Beyond active weapons, nations also use passive measures to increase safety. Passive air defence involves protecting personnel and equipment to minimize the impact of an attack.

One common method is camouflage, which hides buildings or vehicles from reconnaissance aircraft. During the Second World War, some airfields even painted their runways green to blend in with the land. Other older methods included searchlights to illuminate the night sky or barrage balloons to deter low-flying aircraft. While some of these methods are less common now, the goal remains the same: making it harder for an enemy to see or hit a target.
