Deakin was a skilled negotiator who often had to resolve difficult disagreements. He worked to ensure the federal government had strong taxation powers. He also lobbied the British government to adopt the new Australian constitution.

After Federation was achieved in 1901, Deakin became the first Attorney-General of Australia. He served in the ministry led by Edmund Barton. When Barton resigned, Deakin succeeded him as prime minister in September 1903. His first term lasted from 1903 to 1904. He returned to office for a second term from 1905 to 1908. During this time, he led the Protectionist Party. He often had to form governments by working with the Australian Labor Party (ALP).
