The third area dealt with education and improving how the government was run. Wang wanted to reduce government spending and strengthen the military in the north. He specifically targeted "engrossers," or people who monopolized land and wealth. These individuals included large estate owners, usurers, and powerful urban businessmen. Wang believed that controlling wealth was essential to preventing social instability.

One major economic reform was the Square Field Law. This was a land registration project designed to find untaxed land. Officials divided fields into squares that were 1,000 paces long on each side. They marked the corners with trees or piles of earth. In the autumn, officials surveyed the land and categorized soil quality into five groups. This data was used to set fair taxation values. Although unpopular with landowners, this system covered 54 percent of the known arable land in the Song dynasty. Another economic reform was the Green Sprouts Law. This provided loans to peasants for buying seeds at a 2 percent interest rate. However, some officials abused this system by forcing loans on people.

Wang also introduced reforms to manage labor and trade. The Labor Recruitment Law replaced forced labor service with monetary payments. This helped increase tax revenue, though it caused protests from those previously exempt from labor. To control prices, he used the Balanced Delivery Law. This system moved goods from areas where they were cheap to areas where they were expensive. He also established the Market Exchange Law to target monopolies. This created market exchange bureaus in Kaifeng and 21 other cities. These offices helped stabilize prices by purchasing surplus goods for later sale.

For security and defense, Wang implemented the Baojia law. This organized local populations into security groups of ten, fifty, or five hundred men. These groups acted as a local militia and provided their own protection. This helped reduce the amount of money the central government had to spend on policing. He also changed the military structure through the General and Troops Law. This law divided the army into command units of 2,500 to 3,000 men. These units mixed different types of soldiers, such as infantry, cavalry, and archers. This helped improve the relationship between high officials and the common troops.

Finally, Wang sought to change the education system through the Three College Law. This regulated the National University, known as the Taixue. He divided the university into three levels: the Outer, Inner, and Superior Colleges. The goal was to move away from purely Confucian learning. Students were encouraged to study practical subjects like arithmetic and medicine. This was intended to create specialized workers for the state. While many of his reforms were controversial and faced opposition from the Conservatives, they left a lasting mark. Some systems, like the market exchange offices, remained in use until the end of the Northern Song dynasty in 1127.
