Human history in this region spans many thousands of years. Archaeological finds in Tønsvika show habitation from 9,000 to 10,000 years ago.

A turf rampart was built to protect the area from raids. The city acted as a frontier near the Russian border. The Novgorod state had rights to tax Sámi people in certain areas. Norway held rights to tax areas further east.

Tromsø grew rapidly during the 18th and 19th centuries. King Christian VII granted the city its charter on June 20, 1794. This happened because the monopoly on cod trade in Bergen ended.

By 1850, Tromsø became the primary center for Arctic hunting. It surpassed Hammerfest in importance during this period. The city developed trade links with Central Europe and Russia. This contact led to the pidgin language known as Russenorsk. People called the city the "Paris of the North" due to its perceived sophistication.

The 20th century brought both exploration and conflict. Famous explorers like Roald Amundsen and Fridtjof Nansen used Tromsø. They recruited crews and used local Arctic knowledge.
