Toulon's history stretches back to the Paleolithic era. Archaeological evidence from the nearby Cosquer Cave shows early human presence. Greek colonists from Phocaea arrived in the 7th century BC. They established trading depots like Olbia at Saint-Pierre de l'Almanarre. Later, the Ligurians settled the area during the 4th century BC. In the 2nd century BC, the Romans arrived to pacify the region. They founded a settlement called Telo Martius at the current site. The name likely refers to the local god Telo or the Latin word tol, meaning hill base.

The Romans used the area for specialized manufacturing. Telo Martius was one of two major Roman dye centers. They produced purple dye for imperial robes. This dye came from local murex sea snails and oak tree acorns. As the town grew, its name changed from Telo to Tholon, then Tolon, and finally Toulon. Christianity arrived in the 5th century. The first bishops, such as Augustalis, helped lead the early church. However, the town faced many threats as Roman power declined. Pirates and Saracens frequently attacked the region.

French kings later transformed Toulon into a royal port. In 1494, Charles VIII began building a military port to increase French sea power. King François I completed the Tour Royale fort in 1524.

This fort guarded the entrance to the harbor. In 1543, the Ottoman Admiral Barbarossa brought his fleet to Toulon. This was part of a Franco-Ottoman alliance. During the 17th century, King Louis XIV sought to make France a major sea power. His minister, Jean-Baptiste Colbert, ordered Sébastien Le Prestre de Vauban to build a new arsenal. Vauban also fortified the town to protect the growing naval presence.

The city has faced many periods of intense conflict. In 1720, the black plague arrived from Marseille. It killed 13,000 people, which was half the population. During the French Revolution, Toulon was involved in the Federalist revolts of 1793. The city surrendered its fleet to the British. French Republican forces then besieged the city. During this event, Napoleon Bonaparte served as an artillery captain. In World War II, the city suffered greatly. German forces occupied southern France in 1942. French naval officers scuttled the fleet to prevent capture. Allied bombing in 1943 destroyed much of the port and killed 500 residents.

Toulon features distinct urban areas with different characters. The Old Town is a pedestrian area with narrow streets and small squares. It contains the Toulon Cathedral and a famous Provençal market.

The upper town was developed in the mid-19th century. Georges-Eugène Haussmann designed the street plan for this area.
