Khan was born on February 10, 1915, in Jochha Mamdot. This village was in the Punjab region of British India. He attended the Army Cadet College in Nowgong starting in 1933. He joined the British Indian Army as a sepoy in 1935. By December 22, 1940, he earned his commission as an artillery officer. During his youth, he was also known for being an excellent boxer. His early military career was shaped by World War II. In 1940, he fought in Libya with the 2nd Field Regiment. During this campaign, German troops captured him. He was held as a prisoner of war in Libya for more than one year. After he escaped, he participated in the Burma campaign against Japan in 1945. This conflict resulted in him being wounded and hospitalized. In 1946, he served as an instructor at the Indian Military Academy in Dehradun.

After the partition of British India in 1947, Khan joined the newly formed Pakistan Army. He began as a major in the Regiment of Artillery. In 1971, the political situation in Pakistan became very tense. The Awami League won most of the seats in East Pakistan during the 1970 elections. However, Zulfikar Ali Bhutto and President Yahya Khan did not accept this result. This led to an armed liberation movement in East Pakistan. In March 1971, Tikka Khan was appointed as the Governor of East Pakistan. He also took command of the army's Eastern Command. He was the main planner of Operation Searchlight, a military operation to stop the liberation movement.

Operation Searchlight involved a midnight attack on the University of Dhaka. Khan used a paramilitary force called the Razakars to help with his operations. These actions led to the deaths of thousands of civilians, including many academics. This period resulted in a bloody civil war. After the conflict, Khan was moved to command the II Corps in Multan. In 1972, President Zulfikar Ali Bhutto appointed him as the first chief of army staff. During his time as army chief, he supported the secret Pakistan nuclear programme. He also led military operations in Balochistan in 1974.

Khan retired from the military in 1976. Shortly after, Zulfikar Ali Bhutto appointed him as the National Security Advisor. After retiring from the military, Khan became a leader in the Pakistan Peoples Party (PPP). He was even appointed as the Governor of Punjab in 1988 by Benazir Bhutto. In his final years, Khan struggled with various illnesses. He spent several years being treated in a hospital in Rawalpindi. He often refused to give interviews about the events of 1971.
