Military and industrial modernization were also central to the movement. Local Han Chinese officials like Zeng Guofan created private westernized militias. Zeng used Western weapons and training to fight the Taiping rebels. This led to the creation of various arsenals and factories. The Jiangnan Arsenal was a key site for these efforts. Between 1868 and 1879, it translated 143 Western books into Chinese. This helped spread scientific knowledge throughout the country. Other leaders like Li Hongzhang helped build shipping lines, telegraphs, and railways.

To pay for these expensive projects, China relied on new revenue systems. The Imperial Maritime Customs Service was established in April 1861. This office collected tariffs on foreign goods at treaty ports. It provided a reliable source of income for the Qing imperial court. In 1865, customs revenue was 8.5 million taels of silver. By 1885, this amount grew to 14.5 million taels. This money funded the Fuzhou Navy Yard and various educational missions. It also helped pay off debts from previous conflicts.

Despite these successes, the movement faced significant limitations. Most of the ruling elite still followed a conservative Confucian worldview. They wanted to modernize the military and economy, but not society. They were generally uninterested in social or political reform. This meant the core structure of the government remained the same. The movement succeeded in keeping the Qing dynasty alive for another fifty years. However, its progress was interrupted by military defeat. The First Sino-Japanese War in 1895 brought the movement to an abrupt end.
