During his second term, Arias engaged in significant diplomatic shifts. In 2007, he changed Costa Rica's recognition from the Republic of China to the People's Republic of China. This made Costa Rica the 167th nation to make that change. He also worked to address regional development issues. At the 2009 Summit of the Americas, he spoke about the lack of progress in Latin America. He urged leaders to prioritize resources for education rather than for militaries. 
In 2009, Arias served as a mediator during a constitutional crisis in Honduras. The Honduran Supreme Court had issued an arrest warrant for President Manuel Zelaya. Following his dismissal by Congress, Zelaya fled to Costa Rica. Arias attempted to broker a deal between Zelaya and the interim leader, Roberto Micheletti. He presented a seven-point agreement that included the return of Zelaya to power. However, the interim government found this specific condition unacceptable. The mediation process faced difficulties as both sides struggled to reach a compromise.
Beyond his political career, Arias has held various international roles. He was a recipient of the Albert Schweitzer Prize for Humanitarianism. In 2003, he joined the board of directors for the International Criminal Court's Trust Fund for Victims. His life has been defined by the intersection of law, economics, and international diplomacy.
