As his career progressed, Serra's work grew to a monumental scale. In 1969, he participated in the "Art and Technology" exhibition at the Los Angeles County Museum of Art. There, he built the "Skullcracker Series" using massive stacks of steel. These stacks were built at the Kaiser Steelyard and reached heights of 30 to 40 feet. Each stack weighed between 60 and 70 tons. These were ephemeral works, meaning they were not meant to last. Steelworkers knocked the stacks down at the end of every day. This scale allowed Serra to think about art outside of traditional museum walls.
Serra also became famous for his large-scale landscape works. In 1970, he traveled to Japan on a Guggenheim Fellowship. While there, he studied Zen gardens and temples in Kyoto. The layout of these gardens taught him that a landscape is a total field. He learned that a space can only be fully experienced by walking through it. This changed how he viewed the connection between space and time. Upon returning to the United States, he began creating site-specific outdoor pieces. One such work, "Pulitzer Piece: Stepped Elevation," involved three steel plates placed across 3 acres of land in Missouri. The placement of these plates was determined by the natural slope of the ground.
His sculptures often functioned as tools to change how people perceive their surroundings. In 1969, he created "Strike," a work that used an 8-by-24-foot steel plate to divide a room. This forced viewers to walk around the object, which shifted their perception of the room's dimensions.
