He received training from the US Marines and rose quickly through the officer ranks. By 1924, President Horacio Vásquez appointed him commander of the National Police. Once in power, Trujillo established a one-party state. In 1931, he made the Dominican Party the only legal political party in the nation. He created a personality cult to ensure citizens honored him. He renamed the capital city Ciudad Trujillo to celebrate his own name.

The government also required employees to donate 10% of their salaries to the national treasury. Citizens were pressured to carry membership cards for the ruling party. Those who did not join the party or contribute faced significant risks.
