Today, the political structure of Qinghai follows a one-party-government system. The Governor is the highest-ranking official in the People's Government. However, the Qinghai Chinese Communist Party Committee Secretary holds more power in the dual-governing system. The province is divided into eight prefecture-level divisions. These include two cities, Xining and Haidong, and six autonomous prefectures. This administrative setup helps manage the diverse needs of the many ethnic groups living across the vast, high-altitude landscape.
