Later, Japan occupied the city during World War I. After many changes, the city came under Chinese control in 1922. It later saw more changes during the Chinese Civil War in 1949.

Early human settlements included the Dongyi people. They created the Dawenkou, Longshan, and Dongyeshi cultures. During the Eastern Zhou dynasty, the town of Jimo was established. It became the second-largest town in the Shandong region. Under the Qing Empire, the area was known as Jiao'ao. In 1891, the Qing government decided to fortify Jiao'ao. They wanted to defend against naval attacks. This led to German interest in the Jiaozhou Bay area.

In 1897, German missionaries were attacked during the Juye Incident. Two missionaries were killed. Following this, German troops seized the fortification. The area became the Kiautschou Bay concession from 1898 to 1914. Germany used the city as a strategic trade center. It also served as a base for the East Asia Squadron. This allowed the German navy to project power across the Pacific. The Germans built wide streets and solid housing. They also installed electricity, sewers, and safe drinking water. These were rare features in much of Asia at that time.

World War I changed the control of the city. In 1914, Japan occupied Qingdao during the Siege of Tsingtao.

This followed Japan's declaration of war on Germany. In 1915, China recognized Japan's position through the Twenty-One Demands. Later, the Paris Peace Conference allowed Japan to claim the area. However, the United States mediated at the Washington Naval Conference. In 1922, Shandong finally reverted to Chinese control. Japan later re-occupied the city in 1938 during the Second Sino-Japanese War. Nationalist forces returned in 1945 after the Japanese surrender. Finally, the People's Republic of China took control in 1949.

Modern Qingdao is a massive urban center. The 2020 census shows the built-up area is very large. It includes seven urban districts: Shinan, Shibei, Huangdao, Laoshan, Licang, Chengyang, and Jimo.
