He wanted everything to be the same. He made new rules for the land. He also built a very long wall. 
Qin Shi Huang was the first emperor of China. 
He was born in 259 BC. His name was Ying Zheng. As a young man, he was the king of the Qin state. He fought many wars against other states. By 221 BC, he had won. He united all of China under his rule. 
He did not want to be just a king. He made a new title for himself. He called himself the First Emperor. This title lasted for a very long time in China. He worked with a minister named Li Si. They made many new rules. They wanted to make things the same across the land.
He was also a builder. He joined many old walls to make the Great Wall. He also made a big system of roads. He built a massive tomb for himself. This tomb is guarded by a huge army made of clay. We call these the Terracotta Army. 
Some people say he was a very strict leader. They say he was hard on scholars. Other experts study his life today to learn more. He died in 210 BC while traveling.

In 238 BC, a man named Lao Ai attempted a coup d'état. Lao Ai had become very close to the Queen Dowager and had two sons with her. He tried to seize power while the young king was traveling. The royal army defeated the rebels, and Lao Ai was killed. Shortly after, Lü Buwei committed suicide by drinking poisoned wine. By 235 BC, Ying Zheng assumed full control of the Qin state.
As emperor, he focused on standardization through major reforms. He worked closely with his minister, Li Si, to change the country. They wanted to fix the different practices used by the old warring states. This included making economic and political systems the same across the empire.
Qin Shi Huang was also a massive builder of public works. He ordered the connection of various state walls into a single Great Wall of China. He also created a massive national road system to link his lands. 

Historians have long debated the character of his rule. He is often described as a strict Legalist and a tyrant. Some traditional accounts say he burned many books and executed scholars to maintain control.
