The success of the Boundary Estate, completed in 1900, encouraged other councils to build similar schemes. After the First World War, a new push emerged called "Homes fit for heroes." In 1916, officials noted that 41% of British Army recruits were unfit for service due to poor health. This led to the Housing Act of 1919, which used subsidies to compel councils to provide more housing.
In South Africa, housing is recognized as a constitutional human right. The government is obligated to take reasonable steps to achieve this right using its available resources. The Department of Human Settlements (DHS) manages these efforts. For the 2024/2025 fiscal year, the DHS had a budget of R33.6 billion. 
South Africa's housing history is deeply connected to the era of apartheid. During those 40 years, the government intentionally provided adequate housing only for white citizens. People of color were denied these protections, leading to a severe lack of safe housing. The post-apartheid government has worked to fix this through programs like the Reconstruction and Development Program. Between 1995 and 2020, these programs helped provide over 3.5 million new homes. 
Other countries have also launched massive housing initiatives. In Brazil, the "My House, My Life" program launched in 2009 with an R$36 billion budget. However, some critics have noted that building far from city centers can make it harder for people to find formal jobs. In contrast, Singapore has achieved a 90% home-ownership rate through its residential developments.
