This way of life started after a big change in 1946. Before that, Italy had a monarchy with a king. People voted in a referendum to end the monarchy. They wanted a system where the state belongs to everyone. A group called the Constituent Assembly wrote the rules for this new country. These rules are called the Constitution. They were officially put into use on January 1, 1948.

The third part of the government is the judiciary. This branch is made of judges. They are independent from the other two branches. This means they work on their own to follow the law. The Constitution is the most important rule for them. Judges make sure that justice is handled fairly for the people.

Italian politics can be very busy and change quickly. Since 1945, there have been 69 different governments. That is about one new government every 1.11 years. This happens because many different political parties exist. They often have to form coalitions to work together. These groups are sometimes short-lived. In the past, some parties were very large. Now, the system often has many smaller groups. This makes it a hard job to keep a government steady.

The politics of Italy function as a parliamentary republic. This means the country uses a multi-party system to make decisions.

In this system, power is shared among different groups and branches. The Italian state is considered a "Res Publica," which means it belongs to everyone. This concept is found in Article 1 of the Italian Constitution. The Constitution serves as the highest legal authority in the land. It ensures that sovereignty belongs to the people. This power is exercised through the rule of law rather than by arbitrary choices.

Italy's modern political structure began after World War II. On June 2, 1946, Italians held a referendum to decide their future. The people voted to abolish the monarchy. This changed Italy from a kingdom to a democratic republic. Following this, a Constituent Assembly was formed to write the new rules. This assembly included representatives from anti-fascist forces. These groups had helped defeat Nazi and Fascist forces during the liberation of Italy. The resulting Constitution was officially promulgated on January 1, 1948.

The government is divided into three distinct branches. The legislative branch is the Parliament, which consists of two houses. These houses form a "perfect bicameral system." This means both houses perform identical functions but act separately. The Chamber of Deputies is the lower house and has 400 members. The Senate of the Republic is the upper house and has 200 members.

The third branch is the judiciary, which is completely independent. Judges follow the law and are not controlled by the other branches.

The President of the Republic serves as the head of state. This role is separate from the executive and legislative branches. The President represents national unity and guarantees that politics follow the Constitution.

The President is also the commander-in-chief of the armed forces. This person chairs the High Council of the Judiciary. A President serves a term of seven years. Italian politics is known for being highly fragmented. This means there are many different political parties. Because no single party often has total control, they must form coalitions. A coalition is a group of parties that work together to govern. This fragmentation often leads to instability and short-lived governments. Since the end of World War II in 1945, Italy has had 69 governments. This averages out to one new government every 1.11 years.

The political landscape changed significantly between 1992 and 1997. During this time, major scandal investigations affected many politicians and businessmen. This period led to a "dramatic self-renewal" of the political system. Large parties like the Christian Democrats dissolved. New movements and coalitions began to emerge. For example, the center-left created the Olive Tree coalition. The center-right formed the House of Freedoms. These changes moved the country toward a bipolar system of two large opposing groups.

Italy also manages regional governance through special charters. Five regions have a high degree of autonomy. These are Aosta Valley, Friuli-Venezia Giulia, Sardinia, Sicily, and Trentino-Alto Adige. This autonomy exists to protect linguistic and cultural minorities. In the case of Sicily, it was also meant to calm separatist movements. The other 15 regions were established in practice in 1970.
