Nakhimov was born in the village of Gorodok within the Smolensk Governorate. He was born into a noble Russian family. His father, Stepan Mikhailovich Nakhimov, was a Second Major and a landlord. Pavel was the seventh of eleven children. Sadly, six of his siblings died when they were infants. Despite this, many of his brothers pursued lives at sea. Four of his brothers became professional seamen, including Vice Admiral Sergei Stepanovich Nakhimov.

His formal training began in 1817 at the Naval Academy for the Nobility in Saint Petersburg. That same year, he went on his first sea voyage. He traveled on a frigate named the Feniks to see Sweden and Denmark. He quickly rose to the rank of non-commissioned officer. In 1818, he became a midshipman in the Baltic Fleet. A major turning point occurred in March 1822. He joined a round-the-globe expedition on the frigate Kreiser. This journey was led by the explorer Mikhail Petrovich Lazarev. During this three-year trip, Nakhimov was promoted to lieutenant. He also earned the Order of Saint Vladimir, fourth degree.

Nakhimov later served on the 74-gun warship Azov. In 1827, the Azov acted as the flagship for a Russian squadron. This squadron joined British and French navies against the Ottoman Empire. During the Battle of Navarino, the Azov performed very well. The allied fleet destroyed the Ottoman squadron during this fight. Nakhimov was 27 years old at the time. Because of his excellent gunnery skills, he was promoted to captain. He also received decorations from the allied governments.

The Crimean War began in 1853 and changed his life. Nakhimov led a squadron in the eastern part of the Black Sea. On November 30, 1853, he engaged the Ottoman fleet at the Battle of Sinop. Nakhimov commanded six battleships, two frigates, and three steamers. He used powerful Paixhans guns to attack the enemy. The Russian guns were much stronger than the Ottoman weapons. Within a few hours, most Ottoman ships were on fire. Only one Ottoman frigate, the Taif, escaped to Istanbul. The news of the victory arrived in Istanbul on December 2.
