Furthermore, IPT can support local economies, as drivers of vehicles like autorickshaws or tempos can earn a substantial daily income. 
The legal framework for paratransit in the United States evolved through two major pieces of legislation. Before the Americans with Disabilities Act (ADA) of 1990, the Rehabilitation Act of 1973 set the first major requirements. Section 504 of that act prohibited the exclusion of people with disabilities from any program receiving federal financial assistance. Initially, many transit agencies used small paratransit vehicles as a less expensive way to meet these accessibility requirements rather than modifying large, fixed-route buses. However, these services often reached full capacity, sometimes leaving those in need unable to secure a ride. The passage of the ADA in 1990 extended these protections to all state and local government activities, regardless of their federal funding status. 
Under the ADA, transit providers must offer "complementary" paratransit services to ensure equal participation in transit programs. This service is required for passengers who cannot navigate the regular bus system, cannot reach a bus stop, or have a temporary disability due to injury. Specifically, the Federal Transit Administration requires these services to be available to destinations within 3/4 mile of all fixed routes. Because these services are an unfunded mandate, they can be quite expensive for agencies to maintain. This has led to a push by the industry to encourage individuals to move from paratransit to more efficient fixed-route vehicles. Despite these challenges, the demand for paratransit has grown rapidly due to an aging population and the needs of disabled veterans. 
Some transit agencies are experimenting with new ways to manage costs and improve efficiency through subsidies. In 2010, Solano County, California, dissolved its specific paratransit service and allowed eligible passengers to buy $100 worth of taxi scrip for only $15. This change removed the need for passengers to book trips a week in advance and lowered the county's costs from $81 to roughly $30. Similarly, in 2016, the Massachusetts Bay Transportation Authority (MBTA) began a pilot program subsidizing rides on services like Uber, Lyft, and Curb. This program capped subsidies at $42 per ride, which reduced the average trip cost for passengers from $35 down to $9. This pilot also reduced pickup wait times from 30 minutes to as low as 5 minutes in urban areas. 
Modern paratransit management has become highly sophisticated through the use of advanced technology. Computerized systems are now used for reservation, scheduling, and dispatching, making them some of the most complex land-based transit management systems in the world. These tools help agencies balance the constant struggle between rising service demands and limited financial resources. A 2012 report from the Government Accountability Office noted that the average number of annual ADA paratransit trips increased by 7 percent between 2007 and 2010. As technology continues to evolve, the industry remains focused on improving customer service and finding ways to meet the needs of an ever-growing user base.
