The city works as the main center for business in Niger. It is divided into five parts called communes. Four of these are on the east side of the river. The fifth one is on the right bank.

Long ago, the area was home to small villages. These were built by the Fula, Zarma, Maouri, and Songhai people.
French explorers first visited the area in the 1890s. A military post was set up in 1901. Niamey became the capital of Niger in 1926. At that time, it had about 3,142 people.

The city is organized into a specific administrative structure. It comprises the Niamey Urban Community, or CUN. This is a first-level division of Niger. The CUN is led by the Governor of Niamey. The city is divided into five distinct communes. Niamey I, II, III, and IV are located on the left bank. Niamey V is situated on the right bank.

Before the colonial era, the area was a buffer zone. It was not a single urban center but a collection of villages. These villages were inhabited by the Fula, Zarma, Maouri, and Songhai peoples.
European contact began with French expeditions in the 1890s. A military post was established in 1901 by Captain Salaman. Salaman's administration drew migrants to the area using various incentives. These incentives included suspending taxation and forced labor. Niamey replaced Zinder as the territorial capital in 1903. However, the capital moved back to Zinder in 1911. The French moved the capital back to Niamey in 1926. They chose Niamey because Zinder lacked sufficient potable water. The river location was also considered ideal for agriculture.
Urban development in Niamey changed significantly over time. In 1930, a city plan was created to organize the growing population. This plan separated European neighborhoods from indigenous neighborhoods. This segregation lasted until the 1950s. In 1956, Niamey held its first municipal elections. Djibo Bakary was elected as the first mayor.
The population of Niamey is ethnically and religiously diverse. The Zarma and Hausa people are among the largest groups.

Modern Niamey faces challenges related to rapid population growth. The city has a dense center and several peripheral villages. Many people live in informal settlements. These areas are often allocated semi-legally by traditional chiefs. These residents are frequently excluded from public utilities. The economy is dominated by commerce, much of which is part of the informal economy. Urban agriculture is also an extensive part of the city's landscape. Transportation is supported by the Diori Hamani International Airport and highways like the RN1. The city remains a vital hub for the entire nation of Niger.
