His early life was marked by a struggle for independence. Ne Win was born Shu Maung in a small village. There is some debate about his exact birth date. Many scholarly works cite 24 May 1911. However, other sources suggest 10 July 1910. He studied biology at Rangoon University for two years. He was later expelled after failing an exam. He joined a nationalist group called Dobama Asiayone. This group included leaders like Aung San and U Nu. In 1941, he became one of the Thirty Comrades. These young men received military training to fight British rule. He used the nom de guerre Bo Ne Win.

For the first 14 years, the country had a democratic government. U Nu served as the primary Prime Minister. However, the nation faced many internal political divisions. Ne Win rose through the military ranks during this time. He was appointed Chief of Staff in 1949. He later served as Minister of Defense. He also served as interim prime minister from 1958 to 1960.

The government followed a policy called the Burmese Way to Socialism. This ideology combined nationalism, Marxism, and Buddhism. Ne Win founded the BSPP to manage the state. In 1964, the BSPP became the only legal political party. The regime focused on Burmese language and culture. These were called "Burmanization" policies. They affected school curricula and military recruitment. The government also nationalized ethnic schools and hospitals. This meant private hospitals became public property. A system of free medical care was also established. However, these policies often caused tension with ethnic minorities.

In foreign affairs, Ne Win followed a neutralist policy. He participated in the Non-Aligned Movement during the Cold War. He kept distance from the United States and the Soviet Union. His relations with China were initially very good.

Relations broke between 1967 and 1971. This happened due to support for an insurgency and anti-Chinese riots. Relations were fully restored in March 1971. Chinese economic aid continued after this restoration. His era was also defined by economic stagnation and isolationism. He often relied on superstition in his leadership.

Ne Win's rule ended due to massive public protest. In 1988, the 8888 Uprising occurred. This large movement sought to overthrow the BSPP. Ne Win resigned in July 1988. The military junta known as the SLORC took over. Ne Win remained a minor influence during the 1990s. Eventually, he was placed under house arrest. He died on 5 December 2002. Some sources say he was 91 years old. Others say he was 93 based on local customs. There was no state funeral or public monument for him.
