It was the seventh Imperial University established by the Empire of Japan. The university was originally located on the grounds of a local school for agriculture and forestry. Its early purpose was to promote Japanese culture and train students for colonial expansion. In its early years, the student body was mostly Japanese. Between 1928 and 1943, about 80 percent of students were Japanese.

Significant changes occurred after Japan surrendered in 1945. The government of the Republic of China took control of the institution. They began a process of sinicization to reform the curriculum. This meant moving away from Japanese models toward Chinese and American academic systems. In November 1945, the school was officially renamed National Taiwan University.
