Napoleon later helped by introducing a middle step. He created "customary measures" for small shops. These used old names but had new metric values. This made the transition a little easier for people.

Many different places joined the metric movement over the years. Portugal became the second country to adopt it in 1814. Spain followed in 1849, and many places in Latin America did too. Chile had already adopted the system by 1848.

The first method is through mandatory changes, where existing units must be replaced within a set timeframe. The second method is through voluntary adoption, where the transition is not strictly required by law. While many countries have made metric use mandatory, all nations have recognized the International System of Units (SI). The United States is an example of a country that recognizes the SI but does not have mandatory metric laws. In fact, the National Institute of Standards and Technology (NIST) notes that only three countries—Liberia, Myanmar, and the United States—lack mandatory metric laws. However, research by Hector Vera in 2011 suggested four other areas, including the United States' COFA countries, were also effectively non-mandatory.

Metrication is often a slow and complex process that can take decades to complete. For example, Guyana began its transition in 2002. It was not until 2017 that the metric system became mandatory for local trade, following its full adoption in schools. Antigua and Barbuda also experienced a gradual shift. They aimed for government agencies to convert by 2013 and the entire country to use the system by early 2015. Other Caribbean nations, such as Saint Lucia, officially adopted the metric system in 2000 but continued working toward full conversion. Even in Myanmar, progress has been uneven. While road signs and temperature measurements are legislated in metric, local trade has seen very little progress.

The history of metrication began in France during the 1790s. The early transition was difficult because it was poorly managed. In Paris, the Agency of Weights and Measures underestimated the logistical needs of the public. While Paris required 500,000 metre sticks, only 25,000 were available just one month after the metre became the legal unit.

This shortage, combined with high illiteracy rates, made the system unpopular. Napoleon later introduced an intermediate step called "mesures usuelles" in 1812. These customary measures allowed small retail businesses to use old names, like the livre, but with new metric values. For instance, a livre was redefined as 500 grams. This helped ease the transition until the old customary measures were finally revoked in 1840.

During the 19th century, scientists worked to standardize measurements across borders. In 1855, an International Association was created to seek a uniform decimal system for weights, coins, and measures. Scientists also faced technical challenges, such as the expansibility of solid materials due to temperature changes. Because materials expand when they get warm, geodesists had to carefully assess temperatures to ensure accurate measurements of baselines.

This era saw significant scientific progress, such as the use of the Brunner apparatus to measure the central baseline of Spain. These efforts helped spread the metric system through Europe and beyond. By 1867, the second general Conference of the European Arc Measurement recommended the metre to replace the toise.

As the metric system spread, it often served as a political tool for unification. In the 19th century, the metric system provided a convenient compromise during the unification of the Netherlands, Germany, and Italy. In Germany, different states had various systems, such as the Prussian Pfund, which weighed 467.711 grams. The German Customs Union, or Zollverein, helped improve commercial cooperation. Eventually, the General German Commercial Code of 1856 helped standardize trade. Other nations also followed the French example. Portugal adopted the system in 1814, and Spain followed in 1849. Chile had already adopted it by 1848.

Despite the global trend, some nations maintain strong ties to traditional units. The United Kingdom uses a dual measurement system. While it is officially metric, the UK halted its full metrication process in 2007. It continues to use imperial units like miles and yards for road markings. It also uses pints for milk and draught beer. This decision followed public backlash during the 1990s when the European Commission tried to accelerate metrication. Similarly, the United States has a national policy for metric adoption through the Metric Conversion Act of 1975. However, many Americans resist the change. This resistance is often rooted in the belief that traditional measurements are part of their cultural identity.
