After the civil war ended in 1991, Meles took power. He served as the president of a transitional government first. This lasted from 1991 until 1995.

Many groups said his government was too strict with people. They felt he did not allow enough freedom for others. Meles died in Brussels, Belgium, on August 20, 2012. He died from an illness that was not named.

His early life was marked by academic success and political change. Meles was born in Adwa in 1955. His father, Zenawi Asres, was Tigrayan. His mother, Alemash Ghebreluel, was Eritrean. Meles was a very gifted student. He attended the General Wingate High school in Addis Ababa on a scholarship. He graduated with honors in 1972. He even received the Haile Selassie I Prize for being an outstanding student.

In 1975, he left his university studies to join the Tigray People's Liberation Front, or TPLF. He changed his name from Legesse to Meles. He did this to honor a student named Meles Tekle who was executed by the Derg government.

The TPLF was an armed group fighting against the Derg. The Derg was a military dictatorship that led Ethiopia from 1974 to 1991. Meles rose through the ranks of this movement. He was elected to the TPLF leadership committee in 1979. By 1983, he was the chairman of the TPLF executive committee. He also led the Ethiopian People's Revolutionary Democratic Front, known as the EPRDF. This group was formed in 1988. After the EPRDF won the Ethiopian Civil War, Meles became the leader of the transitional government in 1991.

One of the most significant changes under Meles was the implementation of ethnic federalism.

This policy was a response to what he called the old imperial rule. Under ethnic federalism, different ethnic groups were given more power. They could use their own languages and share their own cultures. For example, Afaan Oromo is the official language in the Oromia Region. Afar is the official language in the Afar Region. Meles argued this would help distribute wealth and fight poverty. However, critics argued it might divide the national identity of Ethiopia.

His presidency also saw major changes in international borders. In 1993, a referendum was held in Eritrea. This was a vote to decide if Eritrea should be independent. The people voted for secession, and Eritrea became its own country.

This decision caused tension between Meles and Eritrean leader Isaias Afewerki. A war broke out between Ethiopia and Eritrea from 1998 to 2000. The conflict was caused by a territorial dispute over areas like Badme. This war was very violent and resulted in the deaths of 98,217 people.

While there were many conflicts, Ethiopia also experienced economic growth. Under Meles, Ethiopia became one of the fastest-growing economies in Africa. He introduced many reforms to help the country. He worked on land reforms to help with serious droughts. He also focused on expanding schools and helping agricultural interests.

Despite these successes, many human rights groups criticized his government. They described his administration as authoritarian. They claimed his government suppressed civil liberties and arrested political opponents.

Political tension remained high during his later years in office. In the 2005 general election, the EPRDF won the seats. However, opposition parties claimed the election was unfair and "stolen."

This led to large protests and riots in the capital, Addis Ababa. During these events, 193 people were killed by police brutality. Meles Zenawi died in Brussels, Belgium, on August 20, 2012. He passed away from an undisclosed illness. His era left a complex legacy of economic progress and political struggle.
