Because he was born in the Americas, he was part of the criollo class. This group was socially below those born in Spain. His father sent him to Europe to study at the University of Salamanca. There, Belgrano studied law, political economy, and several living languages.

While in Spain, Belgrano encountered the ideas of the Age of Enlightenment. He read authors like Montesquieu and Rousseau. These books were often forbidden in Spain. He studied political economy and the principles of physiocracy. Physiocracy is the idea that a nation's wealth comes from its natural resources and agriculture.

Belgrano believed in a mix of these ideas. He thought the state should provide education but allow for economic freedom. He wanted to use these principles to help the Río de la Plata region prosper.

In 1794, Belgrano returned to Buenos Aires. He became the perpetual secretary of the Commerce Consulate.

This group managed commercial and industrial issues for the Spanish Crown. Belgrano worked to promote free trade. He argued that merchants should have the freedom to find the best prices. Belgrano became a leader during the May Revolution of 1810.

This revolution removed the Spanish viceroy from power. Belgrano was elected to the Primera Junta, which was the new governing body. He was sent to lead the campaign in Paraguay from 1810 to 1811.

Although his troops lost the battles of Paraguarí and Tacuarí, the campaign started the path toward Paraguayan independence. After this, Belgrano moved north to protect the territory.

During his military service, Belgrano created the Argentine flag.

He developed the design while near Rosario. He later led the Army of the North in several important battles. He ordered the Jujuy Exodus to move the population away from royalist forces. This move helped him win the Battle of Tucumán. He also won a major victory at the Battle of Salta.

However, he later faced defeats at Vilcapugio and Ayohuma. These losses led to him being replaced by José de San Martín.

Belgrano remained active in the fight for a new nation. He went on a diplomatic mission to Europe to seek support.

He returned for the Congress of Tucumán in 1816. This congress officially declared Argentine independence. Belgrano proposed a unique plan for a constitutional monarchy. He suggested an Inca descendant should lead the country. While many supported this, the delegates from Buenos Aires rejected it. The Congress did, however, approve his flag as the national flag.

In his final years, Belgrano continued to serve his country. He protected Tucumán from royalist advances while San Martín prepared other offensives. In January 1820, his troops staged a mutiny. Belgrano died of dropsy on June 20, 1820. His reported last words were, "¡Ay, Patria mía!" which means "Oh, my homeland!" His legacy remains a foundation of Argentine identity and political thought.
