His time as Secretary of the Interior was marked by intense political conflict. Many journalists, politicians, and activists faced censorship and arrest. The most significant event was the Tlatelolco massacre on October 2, 1968. This occurred just before the Summer Olympics in Mexico City. During this event, the Mexican Army killed hundreds of unarmed protesters. 
Echeverría won the 1970 general election with over 80% of the vote.
On the international stage, Echeverría sought to be a leader for the "Third World." These were nations not aligned with the U.S. or the Soviet Union during the Cold War. He visited Beijing to meet Chairman Mao Zedong and Premier Zhou Enlai. 
Domestically, Echeverría pushed for massive economic and social changes. He nationalized the electrical and mining industries. He also redistributed land to peasants in Sonora and Sinaloa. 
People view Echeverría's legacy in very different ways. Supporters praise his environmental laws and his social security expansions. They admire his work in making Mexico more active in global politics. Detractors focus on the economic mismanagement and the political repression. They point to the massacres and the Dirty War as major failures. In 2006, he faced legal charges regarding the massacres, but they were dismissed in 2009. He remains a central figure for understanding modern Mexican history.
