How these groups work can change depending on the country. Most local governments are part of a larger state or nation. In federal states, they might be the third or fourth level of government. In unitary states, they are usually the second or third level.
Different countries have very different rules for local leaders. In Egypt, the system is called local administration. The country is split into 27 governorates. A governor leads each area, but the President of Egypt chooses them. In Mali, the government has been working to give more power to local areas. This is called decentralization. In 1999, people in Mali voted for their communal council members for the first time. About 70% of the voters were women. This helped local people take more responsibility for their own development.

Eventually, the cercles will have their own legal and financial basis.
Nigeria operates as a federal republic with three distinct tiers of government. These tiers are federal, state, and local. The Nigerian constitution ensures that local governments are democratically elected. There are 774 Local Government Areas (LGAs) across the country. Each state has a ministry or bureau to manage local affairs. South Africa uses a two-tiered system for its local governance. This includes local municipalities and district municipalities. Large cities are managed by metropolitan municipalities, often called "metros." 
Metropolitan municipalities in South Africa handle very large populations. For example, the City of Cape Town uses a City Council to lead its executive. As of the 2022 Census, metros govern 24.8 million people. This represents about 40% of the total South African population. In these areas, a Mayor leads the ruling party and a City Manager leads the executive. Outside of these metros, district municipalities handle broad tasks like infrastructure and public transit. Local municipalities manage services not assigned to the districts. 
In Afghanistan, local authority has shifted through many different periods. Historically, provinces were governed by centrally appointed governors. During the Soviet occupation, local areas often came under the control of mujaheddin groups. These groups were often independent of higher authorities. They ran their own schools and collected their own revenues. The Taliban later established a shura, which is a local assembly. These shuras made laws and collected taxes locally. In 2002, a process called the Loya Jirga helped set up a transitional government. This involved local electors choosing delegates to represent their districts.
