His family background was complex and linked to imperial lineages. He was born in Zhuo County, which is now Zhuozhou in Hebei. Some records claim he descended from Liu Sheng, the ninth son of Emperor Jing. Other commentaries suggest he came from the line of the Marquis of Linyi. These lines were also connected to the sons of Emperor Jing. His grandfather, Liu Xiong, and his father, Liu Hong, both served in official roles. 
Liu Bei experienced a difficult childhood following the death of his father. He and his mother lived in poverty by selling shoes and woven mats. A tall mulberry tree grew near his home, reaching over 11.5 meters. This tree was so large that its shade resembled a small cart. Local people believed this unique tree signaled a noble person would be born. 
In 184, the Yellow Turban Rebellion broke out during the reign of Emperor Ling. 
As the central government lost control, Liu Bei became a significant warlord. He sought refuge with Gongsun Zan and fought against the warlord Yuan Shao. While serving in Pingyuan, he demonstrated his ability to win over the people. A man named Liu Ping once hired an assassin to kill him. However, Liu Bei treated the assassin so generously that the man could not complete the task. Instead, the assassin warned Liu Bei of the plot. This event highlighted his reputation for kindness and generosity.
At its peak, Liu Bei's realm spanned several modern regions. His territory included present-day Sichuan, Chongqing, Guizhou, and Hunan. It also covered parts of Hubei, Yunnan, and Gansu.
