This transition led him to become a leader in the Vietnamese-sponsored rebel army. By age 26, he was the world's youngest foreign minister.

Hun Sen rose to the premiership through several distinct political stages. He was first appointed prime minister in January 1985 by the National Assembly. Following the 1993 UN-backed elections, Cambodia entered a period of power-sharing. The election resulted in a hung parliament where the opposition party, FUNCINPEC, won the majority. To resolve this, Hun Sen and Norodom Ranariddh agreed to serve as First and Second Prime Ministers simultaneously. This unique co-premiership lasted until 1997.

In 1997, the political structure changed through a coup d'état. A coup is the sudden, often violent, seizure of government power. Hun Sen orchestrated this event to topple Ranariddh and secure control. From 1998 to 2023, he led the CPP through many consecutive election victories. While these elections were often contentious, they allowed him to maintain a long grip on power. During this time, he oversaw rapid economic growth and development across the nation.

His long tenure was marked by both progress and significant controversy. While the economy grew, the country also faced issues with corruption and deforestation. There were also many reports of human rights violations. In 2013, the CPP won elections with a much smaller majority than before. This led to unprecedented anti-government protests in Phnom Penh.

In 2023, a major transition occurred within the Cambodian leadership. After the 2023 election, Hun Sen formally announced his resignation as prime minister. He passed the position to his son, Hun Manet.

Despite stepping down from the premiership, Hun Sen has maintained significant influence. His appointment as Senate president in 2024 ensures his continued role in national politics. This move allows him to guide the country's political direction from a different position.

Hun Sen's political identity has shifted through various ideologies over the decades. He has been prominent in communist and Marxist–Leninist parties. Later, his leadership moved toward state capitalism and national conservatism. While Khmer nationalism has remained a constant theme, observers suggest he lacks a single core political ideology. He is often described as a wily operator who has centralized power and accumulated personal wealth. His legacy remains a central part of modern Cambodian history and political study.
